  • Twenty years ago the world had six cities of more than ten million people.
  • Today it has twenty such cities.
  • Only two of the new ten million-plus cities are in the first world--Los Angeles and Seoul.
  • The other twelve are in the developing world, where the ability of government to manage the necessary large-scale infrastructure is much lower.
