Matthew Yglesias writes something very silly:

Can he name a single professional policy analyst who is "running" the current administration? No! That's a huge part of the current problem.

Might very well be true, but does this include Yglesias himself? I’m not so sure that a random sample of the US population would govern any worse (this means Congress). They could hire the experts (lawyers?) to actually craft the legislation, and take testimony from various professionals, lobbyists and just plain folks. We could also have a real civil service system (instead of a jobs program) that employs non-partisan experts to evaluate and advise. We would have to pay them well to lure the talent away from industry. How about we do an experiment?

Most any Congressman will tell you they don't read most of the legislation, they don't attend most of the hearings with the "experts" (unless there is a media event), and a lot of the time, they don't even show up to vote, as long as the phone poll the night before shows they have the majority they need to push it through.

The Fed is all about government by proxy.

I used to work at that level, not Federal, but County Council. It was my task to prepare the meeting index, research the issues before the council, suggest the most popular side of each issue, and then meet with them the night before.

They would read the briefs, then tell me what I was going to recommend in the public hearing, so they could appear to agree with recommendations of the general counsel.

The last week I worked there, my conscience the night before would simply not let me recommend their pre-decision, so when the issue came up to condemn this guy's property by eminent domain so some buddy of the council's could build a hotel with public grant money on the confiscated land, I turned towards the two or three people still left in the audience, and whispered, "Recommend against approval."

You could have heard a pin drop.

What, do you think, like, Senators get up in the morning, go for a jog, a bagel and coffee, and then spend 20 hours reading pending legislation, in between running to caucus to cast their votes?

Wake up and smell the j'accuse.

What I have in mind is something like jury duty. The citizen Congressman would serve for a limited time, and then retire. There was more turnover in the old Soviet Politburo then we have in Congress today. If we can trust matters of life and death to the citizen, juror, what not policymaking? Of course in the random sample we would reject the feeble minded and the lawyers.

Matt is a silly kid, what did you expect? Larry Sabato or Michael Barone he is not. He tends to miss lots of angles.

A. Zarkov... Athens used a lottery to elect its President. Random Officialdom is one of the tenets of a real (classic) Democratic-Republican.

The press corps spilled more ink calling Bush's advisors the "Dream Team" than they did on the 2000 professional(ack!) basketball team at the Olympics.

It was pure shenanigans. They are generally stupid, and I mean that with the utmost of sincerity. Although I'm glad the presence of such an incredibly idiotic administration has awakened me to the larger political realities. I just wasn't paying attention while Clinton was in office.

Too true. My old daddy served in the Indiana legislature for a while, long enough to watch a citizen legislator model fall into disuse. When he arrived, architects, chemists, teachers, drugists, miners were all sitting in the chamber, most only for a few years. At that time, he said he could usually hunt up a legislator who had the technical expertise to talk other legislators through the implications of legislation, whether it be insurance regulation, pollution abatement, mining, school funding - didn't matter. Many of the non-experts on any subject sat an listened before making up their minds. By the time he left, it was mostly lawyers, teachers, doctors and mid-level corporate execs. Most had a strong, narrow interest in being there. Few understood the issues on any other than a political basis - which interest group benefited from what legislation, whose ox was being gored. Term limits were a naive effort to address the problem, but don't seem to have done much.

kharris - one of the problems in many state legislatures, at least, is that they serve on a part-time basis, and receive a part-timer's stipend - yet the legislative session is long enough to preclude making a living in most other ways. So service in the state legislature, in many states, is limited to those few whose work schedules allow them to serve in the legislature while holding down their regular job.

Any attempt to diversify the ranks of state legislators needs to include a middle-class salary for legislators, rather than the $10-12K per year that a number of states have as their stipend. Heck, that's smaller than most graduate assistantships, these days!

I'm not sure of the past history b/w Brad and Matt, but Brad has it right here.

As a professional policy analyst, I can confirm that we don't "run" anything. For every important policy office in the government, there is an appropriate number of political appointees overseeing the shop. The professional evidence-based opinions are filtered through professional political operatives before going public. Matt should know enough about the way DC works not to lump the wonks in with the politicals.
