I believe that the Bush administration has snookered Julian Sanchez.
Julian defends Dick Cheney, based on his reading of a transcript:
Hit &38;38; Run:Much as it pains me to defend Dick Cheney, it seems to me as though his alleged "scare tactics" vis a vis the threat of terror if we make the "wrong choice" on Election Day rest on a straightforward misreading of his statement.... Here's the full relevant statement from the transcript:
Most of the reports either omit the rest of the quotation [after United States]... as though they weren't part of one long, multi-clause sentence. As I read this, he's not saying the danger is that if we elect Kerry, then the danger is that we'll be attacked. He's saying that if we elect Kerry and we're attacked, then the danger is that we'll treat it as a criminal act rather than an act of war. And in context, it's actually pretty transparent that this is what Cheney intended. So transparent once you look at the full transcript, in fact, that I wonder whether some of the misreading isn't deliberate, either as a partisan tactic or an attempt to generate a news story.
But Nick Confessore says that Julian's transcript has been doctored:

Here's an administration spokesman explaining to the Washington Post why they altered the verbatim transcript of Dick Cheney's loathsome remarks.... "[T]the White House yesterday released a revised version of the transcript of his remarks. The official transcript... said... 'Because if we make the wrong choice, then the danger is that we'll get hit again.'In a version released Tuesday... the period at the end of 'hit again' was removed and replaced with a comma.... Yesterday, the transcript on the White House Web site was altered to make Cheney's remarks one sentence.... Kevin Kellems... [said] the first official transcript 'contained a typographical error....The final transcript accurately reflects the statement as delivered, which is clear when watching video of the event.'"
This seems to be the exact opposite of the truth; the original transcript had Cheney saying what everyone reported him to say. The changed transcript has been scrubbed. Kevin Kellems is lying to the Post, and he knows that the Post knows he lying. That takes a lot of guts and a total lack of shame.
Yet another lesson: you can't trust anything that passes through the hands of the Bush administration.

In fact, I heard part of a San Antonio talk show yesterday morning in which many callers bemoaned Cheney's statement and said it was horrible, and then there was a wave of hard-voiced women calling in with the same rationale used above. I'm willing to betcha the RNC or the White House (or whoever is responsible for sending out those memos to Fox telling everyone how to think and speak) got those ladies to call in with The Revised Truth. Well-dressed women. In pearls. Etc. Republican Women Disgusted By Shabby Liberals. That group!

Going to war in Iraq makes us less safe. Failing to adequately respond to real threats makes us less safe. Failing to acknowledge blunders makes us less safe. As it happens, a comma helps Cheney escape from having said the most vile thing thus far in the campaign. And as it happens, a period preserves his intended message.

Has anybody actually seen the extended video? The clips I saw were cut off.
In any case, there is a clear pattern in this campaign. The implied BC04 message is: John Kerry is a weakling who can't protect you. Occasionally somebody lets the message slip over the line, followed by a flurry of retractions and righteous indignation.
But this is nothing new. And I'm reluctant to criticize either party (let's note that KE04 has been implying that Bush can't protect us either). It's not logically possible to campaign on national security without suggesting that the other guy will make us all less safe.

It's obvious that conservatives like Cheney want to say Kerry's policies will lead to weaker strategies in the so-called War on Terror and therefore to a greater likelihood of harm to us at the hand of terrorists.
But then it's obvious that liberals want to say the same about Bush's policies.
And it's the kind of thing everyone should want to say, because the balance of probabilities of terror attacks will be different if Kerry takes the reigns. Whether higher or lower, that it will be different is a near-certainty. So what Cheney said is just trivially true--albeit true about a vote for Bush. (Jujitsu is a much better response than "shrill" outrage, isn't it?)
Actually, Kerry's been admirably consistent in saying the Bush policies, "Have made us less safer." Past tense. Cheney implies Kerry WILL make us less safe, as if he knows what Kerry's going to do better than Kerry himself.
It's a nit-pick, but it's hardly a secret why the Dems have been so careful with their message: Every little thing they say gets dissected by the RNC and SCLM. Cheney said what he said because he knew he'd get away with it -- and has so far.
