Mirror of Wildernesses: Special Bush AWOL Edition

Excessive reading of his brother's weblog has caused Michael Froomkin to (like me) start obsessing about the "torn document" (what I call the W document because the only part of George Bush's name purportedly visible is the middle initial W). He directs us to the Daily Howler:

There are two related issues. First, how and why the major papers in this country are badly bungling the task of informing us as to what the facts are, and when there are areas of uncertainty what the cause of that uncertainty might be. The Howler’s compares the accounts in major newspapers and notes that they don’t coincide at all. So not only are there divergences with what appears to be the record, but the reporters themselves appear to have very different views as to what the basic facts are.

Which leads to the even more interesting question of why that might be.

The Howler suggests that the key question is the extent to which a particular torn document proffered by the Bush people can be trusted. The purveyors of this document purport it to be part of the Bush service record. Yet the document is lacking key identifying marks such as his name. Is it or is it not an accurate and contemporaneous record of Bush’s service? That seems like a pretty central question indeed…

If the “torn document” turns out to be fake, this story becomes much more serious. Indeed, if the “torn document” turns out to be bogus, this story becomes quite an A-bomb. This may be why papers are tiptoe-ing hard, as we’ll discuss later on.

How serious was Bush’s attendance problem? It all turns on that crucial “torn document.” And the Post and the Times have created confusion by careless handling of the torn document. We’re told that experts are going to publish further work about the torn doc. Until then, this story will be hard to judge. The Post, Times and Globe have divergent accounts. It’s quite hard to know which is accurate.

In my view, the principal argument that the "torn document" ("W document") is genuine is that if it is a genuine partial copy of George W. Bush's 1972-1973 Air National Guard Statement of Points Earned, it only shrinks the period that George W. Bush was AWOL from one year (May 1972 to April 1973) to six months (May to November 1972)--and says nothing at all about Bush's failure to take his physical exam and thus his grounding, which made all the expensive flight training that the Air Force had invested in him a pure waste. Why forge a document that doesn't help much?

The principal argument that the "torn document" ("W document") is a forgery is that it appears to be flatly inconsistent with what George W. Bush's commanding officers in the Texas Air National Guard reported about his movements.

The Daily Howler's most interesting guesses? That Lois Romano at the Washington Post has concluded that the "torn document" is a forgery--and that that explains her failure to mention it at all in her story. That the New York Times is uncertain whether it is a forgery or not--hence Seelye's belief that George W. Bush was AWOL from May 1972 on, Halbfinger's belief that George W. Bush was AWOL from May to November 1972, and Bumiller and Halbfinger today making totally vague statements.

For me, one thing is clear. All these questions could be answered if George W. Bush would release his military records. The fact that he hasn't tells me that there are things in those records that are worse for George W. Bush then what we currently infer.

Even if Bush were to release his military records, there would still be a significant question about the integrity of the records -- that is, whether anybody pilfered, added, or altered any documents. There seem to be two versions of the torn document, after all, and why, exactly, was this official document torn? I think Josh Marshall's suggestion that the key to resolving this might be in the payroll records is a good one.

He won't release the records of the SEC investigation of his insider trading at Harken, either. He has gotten away with not releasing those, so he probably figures he'll get away with this, too.

Come to think of it, he has gotten away with EVERYTHING. Even with not asking his staff to tell who is responsible for the Valerie Plame leak. There is no accountability. There is no law. There is no oversight.

Focusing on the larger picture, here we can conclude that Geoge W. Bush avoided service in Vietnam by 1) joining the National Guard, which was (unlike now) not routinely dispatching units to serve overseas 2) while in the Guard, taking care to not accumulate the required number of flight hours to qualify for overseas deployment (hence, I believe, one significant reason not to keep flying).

I begrudge no one dodging Vietnam, legally, but I damned well don't understand Bush partisans not treating him with the same respect (or lack) they showed Bill Clinton over the same issue.

An important specification on the *types* of payroll documents that a reporter can follow up on are listed by Phil Carter [1] (via Calpundit [2]).

It looks like 4 parallel trails of paperwork should of been generated that would prove or disprove whether Bush attended any training exercises during the period. To say the least it would be *extraordinarily* improbable for a complete absence of ALL 4 of these different records at the same time during the same date ranges.

I think we are in for an interesting few weeks.

OK, suppose you were the person who was responsible for the Valerie Plame leak. And suppose your boss, G.W. Bush, asked his staff (including you) who was responsible for the leak. Would you answer, "I'm responsible for the leak, sir"?

If you would answer that way, you probably should have spoken to a lawyer first. And you also apparently don't know that you have a 5th amendment right against self-incrimination.

It *is* legitimate to question the speed/progress, or lack thereof, of the Plame investigation. But to fault Bush for failing to ask his staff who was responsible for the leak ignores the fact that whoever was responsible for the leak almost certainly wouldn't be ignorant or foolish enough to admit it.

The SSN is redacted in the "W" doc. If it's GW's number, then that argues for the authenticity of the document; if it's not, then it's the A-bomb Somerby imagines.

BTW, the doc needn't be either authentic or a forgery; it could just as easily be an authentic document referring to someone other than Lt. George W. Bush. The redacted SSN is the key.

Why? Because it's an easy character issue. If he hadn't been lying about this for over a decade now I wouldn't see it as a problem. He should of just said the truth "Yeah I was young and I screwed up".

I say hit him on every front: Plame, 9/11 coverup, jobs, Iraqi WMD and reconstruction, corporate scandals, Ken Lay, the environment, Energy commission, deficits, veterans' benefits, AWOL, etc..,

Karl Rove and the right-wing machine has only so much spin-control bandwidth. They can't keep in front of all these issues at the same time and every voter has different concerns.

This is the heart of the problem. Everything about Mr. Bush shouts of lawlessness. He doesn't have to attend drills. He doesn't have to follow SEC regulations. He doesn't have to obey international law. He is (or his subordinates are) free to break the law by having the name of a CIA agent leaked. In contradiction to the Constitution, he doesn't have to submit a budget for war and occupation.

Lawlessness of this kind by a leader often foreshadows a broader breakdown of societal norms and values. It is a clear sign of national decline.

Esaund took the words out of my mouth. An appropriate punishment would be to send W. to the front lines in Iraq, since AWOL guardsmen were routinely sent to fight in Iraq when W. was a member. It also seems to me that we might have an impeachable offense here.. I mean, by reasonable standards, not GOP standards.

Bush trained in 1968-69 on the 1950s vintage F-102. By 1972 that plane was practically extinct as a military aircraft, so his prior flight training was of no use to the AF at all.

As a professional economist, I'm sure you will see immediately the inefficiency of re-training a week-end warrior on a more up to date plane. When that warrior is not re-upping, but is about to enter the Harvard Business School.

I see two standards for impeachment.

Under the legalistic standard, W's past crimes and misdemeanors are irrelevant, unless and until he is cornered into lying about them under oath. He could be indicted, unless a statute of limitations applies, but I would be astonished if a SOL doesn't apply here. But IANAL.

The real standard, however, is the political one: an impeachable High Crime or Misdemeanor is whatever a majority of the House of Representatives says it is (acting, no doubt, with whatever rags of legalistic fiction it can come up with), and a convictable one is sufficiently high that a Senate agrees to charges brought in a way that doesn't excessively offend the Supreme Court.

With the current House, Senate, and Supreme Court this is a very high bar indeed. 'Twill be much easier to try the punk in the court of public opinion, as a fool, hypocrite, liar and scoundrel.

No doubt training W on any hard-to-operate machinery was never an economic proposition. Harvard Business School significantly failed to train him to operate a business, or even a budget. If we had been doing economics then, we would have trained the young man to operate an M-16, and allow some more talented but less privileged young man approach a higher and better use. Or maybe W's Dad and Dad's friends might have spent their energy keeping all of those young men out of the waste of Vietnam.

In the small town of Ukiah, California a few years ago there was a law'n'order judge, appointed by George Deukmejian, who had served in combat Vietnam. The public defender in town was Barry "The Fish" Melton, which sounds like a gangster nickname but was actually the handle he used when he sang with his partner "Country" Joe McDonald.

The Fish and the Judge were pals, even though one was as straightlaced and conservative as can be and the other...wasn't. When asked about this once, the Judge opined that when stuck on their hopeless mission, he and his comrades had really resented their peers who sat the fight out. Country Joe and the Fish hadn't; he felt, he knew,
that Joe (who is, btw, a veteran) and Barry and a
whole lot of others were also in the fight. Barry The Fish Melton was, in short, a brother and comrade.

I can guess what the Judge thinks about This President.

Maybe, BackHoe, you don't give a rat's ass about this. But there are still quite a few of us who do. Look at all the Viet Nam vets who showed up at Kerry's events in Iowa and NH. These are folks that have not been voting for Democrats recently; it's not a bad crowd to have switch over. I'm looking forward to Veterans Day 2004, to hearing Max Cleland talk about patriotism, and honor, and service to one's country, and about the slime who questioned his honor, patriotism and service.

I want to hear more about this. Lots more.

Bakho -- I mostly agree with you, and in a rational world you'd be right, but Bush gets lots of support from issue-blind people because they think he's a macho, stand-up guy. Which he isn't.

It is interesting to note that here in RWinger Alaska, any mention of Little W's time in the Fairbanks area during the mid70s construction of the TAPipeline brings up comments that he seemed to be dealing excellant Peruvian Flake...needless to say he wasn't trying to make money...just to support his expensive habit....We all know that Little W never did anything that made money...why should he ? He always had plenty of other people's money to waste....

Little W's Torn Record reminds me of the famous 17 minute gap on Nixon's fatal Watergate Tapes. This Ruling Junta needs not only to be booted out of office, but publically disgraced....and proscecuted....

But, no, Patrick: Bush's qualified aircraft were indeed being deployed on low-level survey and observation missions. The Air Force was short of pilots and aircraft for such Army support work. Pilots qualified to fly the same aircraft as George W. were being sent to Vietnam. Accumulating the required number of flying hours meant risking a very real graduate school stint at the University of Vietnam.

That's not the story from his unit commander:

"...the unit's commander told the Boston Globe that Bush could have continued to fly the F-102, which remained in service in his unit past the end of Bush's six-year commitment. 'If [Bush] had come back to Houston, I would have kept him flying the 102 until he got out,' he said. 'But I don't recall him coming back at all.' Given that this Commanding Officer used Bush extensively for publicity and recruiting purposes during his flying days, it is unlikely that he would have simply forgotten Bush from the day he wrote that Bush 'cleared the base' in May 1972."
