Moral Fault?

Is Chris Bertram simply saying that Wilkinson's article is harmful to social welfare, or that Wilkinson has committed a moral fault? And is there a difference? I cannot quite tell...

I suppose we could ask a similar question about Colin Powell's presentation to the UN prior to the Iraq war. In both cases, I think the answer is that we care less about the soul of the speaker than about the effect of his words on our own skins.
